GMU’s Manassas campus has something like this; I think it has something to do with the pressure of the water within the basin resulting in an ultra-thin, low-friction “cushion” for the ball to rotate on.

My memories go back to about age 4-5, when I lived near/in the Phoenix metropolitan area. I remember rolling down this one grass hill a lot, a passing, irrational fear of this one riding lawnmower that often came near said hill, an asymmetrical, irregular-shaped pool, a red ball going over a brick wall, and Linkin Park’s Hybrid Theory album on this CD boombox I had.
