Why is Nigeria blacklisted from eBay?

As in, pretty much all sellers absolutely refuse to ship directly to Nigeria at their own discretion since eBay doesn't even list the country as a shipping destination (usually excluded countries are listed like: Afghanistan, Syria, Iraq, etc). where the reasons are already given and obvious, but Nigeria is not cited amongst them, why is that?
