Taking over abandoned(?) community?

Hi @admin@lemmy.ca, the mods of !ndp@lemmy.ca don't seem to be active on Lemmy for more than a year: @leftwingmememachine@lemmy.ca and @MarkG_108@lemmy.ca and the community has a pretty dated banner and pinned posts. Since the new leadership, it's becoming more active, so I want to volunteer to help run it. Is there a process to do it?
