"then" is used to depict time, sequence or a causal relationship. "than" is used with comparative adjectives, to depict comparison.

    There is a fundamental problem with how the laws made for these things are executed.They end up being inadequate to help enough of the vulnerable women (corresponding to unreported cases) and at the same time, too powerful to prevent malicious use (corresponding to fake cases).
