    I always use emoji if I think it will make reading easier for people who like to jump to specific sections. It's not hard, either. If you hit the windows key + the period key, it brings up an emoji chart. You can either go through them, or type what one you want.

  • That's true, it might be a location dependent thing! Here, where it can reach -40c, they are very important(you can get frostbite in under 10min), but elsewhere they might not be important hardly at all.

  • Well for apartment buildings and empty balcony rules, yes, its the landlords.

    For the outdoor laundry, its bylaws. Basically what happens is nosy neighbors report you, then a bylaw officer comes by and tells you someone made a complaint. It's called a "Nuisance and unsightly premises bylaw."
