It's because most farmers left agriculture after the Depression and the only ones left have 3 generations of "family farms" that are huge thousand acre agri-businesses which control local politics like petty tyrants. The farmers don't actually care because they are multimillionaires or leaving the business. That's the only kind of farmer left these days. No one wants to farm.
