Explanation: In 1918, Ethiopian Emperor Haile Selassie offered 2,000 troops to assist France in WW1, which the French Prime Minister wished to accept.
Italy said no.
Unwilling to start a diplomatic row with a major ally (Italy) over 2,000 troops, France declined to press the matter further, resulting in Ethiopia's continued formal neutrality in WW1.
Italy had colonial designs on Ethiopia, and didn't want Ethiopia to end up too-integrated into the post-war world order, as that would make their colonial designs harder to execute. France, for its part, supported Ethiopia's post-war accession to the League of Nations, and Ethiopia would be the only independent African country which was a part of the short-lived League.
