He could have any houses built and it would increase affordability. If you don't have dense zoning municipally then you need to get rid of greenbelt, to support the urban sprawl.
Every municipal wants to profit off the housing shortage, and this is the end result. Ford can't do anything except rezone and getting booted out, or open greenbelt.
